With reference to your letter of the 1st.
February and 4th. March, 1912, (No. 2890/1908) on the subject of
a revised counter-draft of a Convention for the mutual protect-
-ion of British and Japanese inventions, designs and trade marks in China, and to your communication of 15th. February, 1912, - regarding the refusal of the Japanese Patents Bureau to register the trade marks of the British Cigarette Company of Hongkong. I
am directed to reply as follows:-
The Committee have carefully considered the matter, and are of the opinion that, as the action of the Japanese Government might tend to seriously injure local trade marks, the revised counter-draft in question should be placed before the Government of Japan with the omission of Article 4, which should not be included unless the Japanese Government press for it.
